Frieza's a close second though. But relative to the strongest Z-fighter (Piccolo) att hetime of his introduction, he was still weaker. And it took the help of Piccolo, Krillin, Vegeta and 18 to get him to Perfect. He wasn't that smart.

The impression I got was that Goku did not think he could defeat Fat Buu at the time of their fight and expected the boys to do so. However in hindsight, after seeing the limits of Fat Buus strength and the SSJ3 form, he analysed that he probably could have defeated him.
